What does NUeB stand for?

NUeB stands for Nuclear Energy is the Better. Generally: nuclear energy is the better energy — period. Every energy source has trade-offs, and that does not mean it cannot be used to advance national and regional development. Our job is to say that out loud, then defend it with evidence in public.

What exactly does NUeB Kenya do?

We interlink stakeholders and demystify nuclear energy. That means public campaigns, monthly information sessions and webinars, plain-language explainers, community engagement, professional networking and open energy knowledge. We are an advocacy and public-awareness organisation.

What does NUeB Kenya deliberately not do?

Accepted Answer

We do not regulate, licence, site, build, operate or finance nuclear facilities, and we do not offer regulatory or legal advice. KNRA regulates nuclear and radiation safety; NuPEA leads programme development and public education; KenGen is the designated owner-operator; EPRA and NEMA retain their respective energy and environmental mandates. We support public understanding of those roles rather than substituting for them.

Is nuclear energy only about electricity?

Accepted Answer

No. The peaceful atom already serves Kenya in medicine (cancer diagnosis and treatment), agriculture (pest control, crop improvement, food preservation), water resource mapping and industrial testing. Electricity is the largest and most visible application, not the only one.

How can an ordinary person get involved?

Is Kenya technically ready to host a nuclear power plant?

Accepted Answer

Technical readiness is a journey, not a destination. Kenya has been progressing through the IAEA Milestones Approach, supported by its legal and institutional framework. Readiness depends on independent regulation, an effective owner-operator, skilled people, financing, infrastructure and sustained public participation. NUeB Kenya contributes only through public information and stakeholder connections.

What about the risk of a Fukushima-style accident in Kenya?

Accepted Answer

Modern Gen III+ designs can incorporate passive safety systems that use gravity and convection to support cooling after a power loss. Any site, including areas under consideration in Siaya, must go through the studies, public participation, environmental review and independent regulatory decisions required by Kenyan law. No advocacy organisation can pre-empt that process.

How will Kenya manage its nuclear waste?

Accepted Answer

Waste management is a solved technical problem requiring political and financial commitment. The volume of high-level waste is remarkably small. Kenya's strategy involves on-site dry cask storage for the first several decades, then a transition to a Deep Geological Repository or a regional waste hub. We advocate publicly for the whole waste lifecycle to be costed and explained from the start.

Is there a risk of radiation for people living near a plant?

Accepted Answer

Routine emissions from a licensed plant are a small fraction of the radiation everyone already receives from rocks, soil, food, cosmic rays and medical scans. Kenyan law codifies dose limits and the ALARA principle — As Low As Reasonably Achievable — and requires continuous monitoring of both workers and the surrounding environment.

What happens in an emergency?

The Nuclear Regulatory Act requires both on-site and off-site emergency plans, immediate notification of the regulator after any incident, and tested coordination with county authorities. Internationally, the Early Notification and Assistance Conventions oblige Kenya to inform neighbours promptly and allow it to request help.

Do small modular reactors change the picture?

Potentially. Smaller, factory-built units carry lower upfront capital, can be sited closer to industrial demand, and suit smaller grids. They are newer, so fewer are operating commercially, and their economics depend on building a series rather than a one-off. We treat SMRs as a serious option to examine openly, not as a guaranteed answer.

How much water does a nuclear plant need?

Accepted Answer

Cooling requires significant water, which is why abstraction permits from the Water Resources Authority and rules on thermal discharge exist. Coastal siting, closed-loop cooling and dry cooling are all ways this is managed, and each carries its own cost and environmental trade-off that should be disclosed.

Is nuclear really clean energy?

Yes, on the measures that matter for climate and air quality. Lifecycle emissions sit at roughly 12 grams of CO₂-equivalent per kilowatt-hour in IPCC assessments — comparable to wind, below solar PV, and a fraction of coal or gas. There is no smoke, no soot and no sulphur, so the public health benefit from clean air begins on day one of operation.

Does nuclear compete with renewables?

Accepted Answer

No. Firm, round-the-clock generation lets solar, wind, hydro and geothermal do more, not less, because the system no longer needs fossil plants to cover the gaps. Kenya's grid is already largely renewable; the question is what carries the load when rainfall, wind and sunshine fall short.

What about land and biodiversity?

Nuclear produces more electricity per hectare than any other source, which leaves far more land available for farming, forests and wildlife. That land efficiency is one of the least discussed environmental arguments in its favour.

How does nuclear fit Kenya's climate commitments?

Accepted Answer

Kenya's pledges under the Paris Agreement and its Nationally Determined Contribution call for deep decarbonisation while the economy grows. Firm low-carbon generation is one of the few tools that delivers both, and it also supports UN Sustainable Development Goal 7 on affordable, reliable, sustainable modern energy.

Isn't nuclear energy too expensive for a developing economy?

Accepted Answer

That view focuses on upfront capital cost rather than lifecycle value. Nuclear provides the lowest-cost electricity over a 60-to-80-year lifespan. Unlike gas or coal, where fuel is 70% of cost, nuclear fuel is under 10% — giving price stability and protection from commodity shocks. The industrial growth from reliable base-load power also creates a tax revenue multiplier.

How will Kenya fund a $5–9 billion project without breaching debt ceilings?

Accepted Answer

Funding will not rely solely on the treasury. We advocate a blended finance model interlinking Export Credit Agency loans, private equity from infrastructure funds and green bonds. The PPP Act 2021 also permits Privately Initiated Proposals where a consortium absorbs part of the financial risk in exchange for a long-term PPA. We structure these deals to be off-balance-sheet wherever possible.

What does nuclear mean for electricity tariffs?

Accepted Answer

Capital cost is high and fuel cost is low, so the tariff effect depends almost entirely on financing terms and construction discipline. Cheap, long-tenor finance and on-schedule delivery produce competitive power; expensive debt and delay do not. That is precisely why the financing structure deserves public scrutiny, not just the technology.

What is in it for Kenyan businesses?

The Energy Act requires that Kenyan goods and services be given first consideration, that qualified Kenyans be preferred for jobs at every level, and that on-the-job training be planned. Around any nuclear programme sits a long supply chain — civil works, logistics, welding, instrumentation, catering, security, ICT — most of which is not nuclear-specific.

What about jobs and skills?

A programme needs nuclear engineers and radiochemists, but also specialised welders, safety analysts, project managers, lawyers, communicators and technicians. Building that pipeline through universities, TVETs and the diaspora is a decade-long task that has to start well before any concrete is poured.

Will nuclear energy make Kenya dependent on a single foreign power?

Energy sovereignty is a core pillar of our philosophy. We argue publicly for a multi-vendor approach with genuine technology transfer. By training a local workforce and developing domestic regulatory capability, Kenya remains master of its own nuclear destiny. The Pelindaba Treaty also frames regional cooperation to share the fuel cycle burden.

Does peaceful nuclear energy lead to nuclear weapons?

Accepted Answer

No. There is a clear and rigorous distinction between peaceful power and military applications. Kenya is a signatory to the NPT and the Pelindaba Treaty, and its facilities will be under constant IAEA surveillance. The low-enriched uranium used in power reactors cannot be used for weapons. Embracing the Additional Protocol demonstrates the highest level of transparency.

What is the Pelindaba Treaty and why does it matter here?

It is the African Nuclear-Weapon-Free Zone Treaty, which makes the whole continent free of nuclear weapons while explicitly encouraging the peaceful use of nuclear science for socio-economic development. It is the trust foundation on which African access to nuclear technology rests, and AFCONE is the body that oversees it.

Why should Kenya lead in the region?

Kenya already has a dedicated nuclear statute, an independent regulator and treaty membership in place. That legal head start makes it a natural reference point for East African neighbours, and through the Eastern Africa Power Pool firm low-carbon power can be traded across borders rather than stranded in one market.

Do communities actually get a say, or is it decided in Nairobi?

Public participation is a constitutional principle under Articles 10 and 69, and environmental and social impact assessment is a legal requirement rather than a courtesy. Where a site touches community land, the Community Land Act requires negotiation and benefit-sharing agreements. Our position is simple: agreements should be negotiated with communities, not announced to them.

Who pays if something goes wrong?

Kenyan law adopts the international principle of strict liability: the operator is answerable for nuclear damage regardless of fault, and must hold insurance or other financial security. Claims are channelled to the operator so victims do not have to litigate against a chain of suppliers.

Who dismantles the plant at the end of its life?

Accepted Answer

The operator, using money set aside during operation. The Nuclear Regulatory Act establishes a Decommissioning Fund precisely so that the cost of dismantling and site restoration is funded decades in advance rather than left to a future generation.

We are an independent advocacy organisation. We publish who we are, what we do and what we deliberately do not do, and we hold ourselves to the same transparency standard we ask of the sector.
